Time Finance highlights SME funding as Labour sets new economic priorities

The change in Labour leadership could bring a fresh phase for the UK’s small and medium-sized business community, with access to finance, business taxation and economic stability likely to remain important considerations as the new administration establishes its priorities.

With Andy Burnham announced as the incoming Prime Minister, his emphasis on restoring confidence across UK communities places SMEs firmly within the economic discussion. Smaller businesses represent a substantial part of the country’s commercial base, supporting employment and economic activity across towns, cities and regions. Their willingness to recruit, purchase equipment and pursue expansion can therefore have wider consequences for local economies.

For Time Finance, which provides funding to SMEs, the political transition reinforces the importance of a stable environment in which businesses can make longer-term decisions. Periods of political change can encourage companies to postpone investment while they assess the likely direction of government policy. However, commercial requirements can continue regardless of developments in Westminster, leaving businesses with ongoing needs for working capital and investment funding.

Business rates could become one of the areas receiving attention under the new government. Burnham has previously supported proposals including a 20% reduction in business rates for pubs and measures that could remove many smaller high street businesses from the system altogether.

Such changes could affect the amount of capital available within independent retailers, hospitality businesses and other SMEs. Reducing fixed operating costs can potentially allow companies to allocate more resources towards recruitment, equipment and expansion, increasing the significance of how quickly any reforms are developed and implemented.

At the same time, Burnham has indicated an intention to maintain the fiscal discipline established under Labour’s 2024 manifesto and the fiscal rules associated with Rachel Reeves. Continuity in this area could provide businesses with greater visibility over the broader economic environment as they consider investment decisions.

The possibility of changes within the Cabinet, potentially including the Chancellor, creates another area to monitor. For SMEs, consistency across taxation, investment policy and lending conditions could be particularly important. A prolonged period of uncertainty could delay spending decisions, while greater clarity could help businesses move ahead with planned investment.

This environment also highlights the strategic role of specialist business finance. SMEs can require funding for a range of operational reasons, from acquiring equipment and recruiting employees to managing seasonal cash flow. Those requirements do not necessarily follow the political cycle, meaning access to suitable finance remains relevant even when government policy is being reshaped.
